Tender Description
Sindh Economic Zones Management Company (SEZMC), Government of Sindh, invites applications from reputed Consulting Firms (Architects and Structural Engineers) registered with Pakistan Engineering Council (PEC) and Pakistan Council of Architects & Town Planners (PCATP), as well as Income Tax and Sales Tax Departments, and listed on the Active Taxpayers List of the Federal Board of Revenue. The purpose is to designate a panel of Architects and Engineers to vet and approve building plans, architectural, structural, and MEP drawings for industrial buildings at Khairpur Special Economic Zone, Khairpur.
Items being procured:
- Vetting and approval of Building Plans (submission and completion)
- Architectural drawings
- Structural drawings
- MEP drawings
- Issuance of completion and stability certificates as per SBCA by-laws
The scope includes regulatory compliance with local and national building codes, design review, certification at various construction stages, documentation maintenance, and final handover assessments. Firms must follow SBCA building by-laws and SEZ Act 2012 requirements.
Eligibility criteria include valid registration with PEC and/or PCATP, at least five years of relevant experience, CVs of qualified architects and engineers with minimum 10 years experience and valid SBCA licenses, active tax registration, and no blacklisting or litigation. Evaluation will be based on technical and financial criteria with a minimum qualifying score of 70 out of 100.
The issuance of the Expression of Interest document is from 09:00 AM, 11th September 2026 till 10:00 AM, 29th September 2026. Submission deadline is 11:00 AM, 29th September 2026, with opening at 12:00 noon the same day. Proposals must be submitted in sealed envelopes marked with the applicant's firm name and assignment title at Sindh Economic Zones Management Company, 2nd Floor, Bahria Complex IV, Chaudhry Khaliq Uz Zaman Road, Gizri, Karachi.
Interested firms may download the EOI document free of cost from www.sezmc.gos.pk, www.ksez.com.pk, and https://portalsindh.eprocure.gov.pk/. Submission must be made online through the EPADS portal. SEZMC reserves the right to accept or reject any or all applications as per SPPRA rules. Late or conditional applications will not be entertained.
A practical tip for bidders: Ensure all required supporting documents, including valid registrations, CVs, tax certificates, and affidavits, are complete and submitted timely to avoid disqualification. Familiarity with SBCA by-laws and SEZMC procedures will enhance proposal quality and compliance.
