Tender Description
The Irrigation Department Government of Sindh invites qualified consulting firms to provide comprehensive consultancy services for the Recharge Pakistan project focused on building resilience to climate change through Ecosystem-based Adaptation (EbA) and Green Infrastructure (GI) for integrated flood risk management in Sindh, specifically in the Manchar watershed covering districts Dadu and Jamshoro. This consultancy involves detailed engineering design and construction supervision of 14 green infrastructure interventions including dispersal embankments, gabion bunds, small and large retention areas, recharge basins, and excavation of flow paths in existing water channels to restore natural hydrology of the Manchar Wetland.
The scope covers three phases: Phase 1 includes pre-design screening, environmental, social and gender safeguard assessments, and site surveys; Phase 2 involves detailed engineering designs, preparation of tender documents, environmental and social management plans, and long-term operations and maintenance plans; Phase 3 covers construction supervision ensuring compliance with designs, quality assurance, and safeguard implementation. The consultancy requires multidisciplinary expertise including water resources engineering, bio-engineering, hydrology, structural design, geotechnical engineering, environmental and social safeguards, procurement, and contract management.
Eligible firms should have relevant PEC categories, FBR/ATL registration, and proven experience in similar water resources and flood risk management projects in rural Pakistan, preferably Sindh. The consultancy demands a minimum of 110 professional staff-months with key experts having extensive experience in ecosystem-based flood management and nature-based solutions.
The submission deadline and technical bid opening date will be communicated officially; proposals must be submitted in separate envelopes for technical and financial bids to the Office of the Superintending Engineer Small Dams Circle Sindh Hyderabad adjacent SIDA Secretariat Barrage Colony Pathan Colony Hyderabad. Earnest Money and CDR as per SPPRA rules are required.
