Consultancy Services for Review of PC-I, Detailed Engineering Design, Estimates, BOQ, Soil Investigation and Construction Supervision for Malir Expressway Interchange and Connecting Roads

The Works & Services Department, Government of Sindh, through the Provincial Highway Division Hyderabad, invites qualified consulting firms to submit proposals for consultancy services related to the review of PC-I, detailed engineering design and drawings, preparation of detailed working estimates, BOQ, revised PC-I, geotechnical/soil investigation study, and construction supervision for the following scheme at Malir Expressway, Hyderabad: - Construction of Interchange - Interchange Road 30 m wide - 25 m wide approach road - Construction of 01 No Prestressed Bridge @ Shahra-e-Bhutto (475.50 m) connecting Education City to Malir Expressway - Construction of 1.04 km road connecting Malir Interchange to Education City The consultancy scope includes a comprehensive review and validation of existing PC-I, engineering designs, drawings, technical requirements, quantities, and cost estimates. The consultant will update and optimize designs, prepare detailed engineering drawings, technical specifications, cost estimates, and revised PC-I. The assignment also covers geotechnical/soil investigation and construction supervision to ensure compliance with national and international engineering standards, structural safety, durability, traffic requirements, and integration with the existing transportation network. Eligible consultants must have relevant PEC categories, valid SRB registration, FBR/ATL registration, and proven experience in similar highway and bridge projects. Earnest money in the form of bid security (3% of consultancy cost) is required with the technical proposal, and a performance security of 10% of contract amount will be required from the successful consultant. Proposals (Technical and Financial) must be uploaded on the EPADS portal by 22nd September 2026 at 9:30 AM and will be opened the same day at 10:00 AM in the office of the Executive Engineer, Provincial Highway Division, Hyderabad. Late submissions will be rejected. A second submission window is available until 8th October 2026 at 9:30 AM if required. Consultants are advised to carefully review the Terms of Reference and prepare proposals accordingly. The selection will be based on Quality and Cost Based Selection (QCBS) method with a minimum technical score of 75 points. The contract duration includes 2 months for design review and updating and 22 months for construction supervision.
