Tender Description
The Works & Services Department Government of Sindh invites proposals for consultancy services for the review of PC-I, detailed engineering design and drawings, preparation of detailed working estimates, BOQ, revised PC-I, geotechnical/soil investigation study, and construction supervision for the construction of an interchange, a 30 m wide interchange road, and a 25 m wide approach road at Malir Expressway in Hyderabad. The project includes (a) construction of one prestressed bridge at Shahra-e-Bhutto (Malir Expressway) connecting Education City to Malir Expressway (475.50 m), and (b) construction of a 1.04 km road connecting Malir Interchange to Education City. Items being procured:
- Review and validation of existing PC-I, engineering designs, drawings, technical requirements, quantities, and cost estimates
- Preparation and updating of detailed engineering designs and drawings
- Preparation of detailed working estimates, BOQ, and revised PC-I
- Geotechnical and soil investigation studies
- Construction supervision including quality assurance, material testing, site inspections, progress reporting, and contract administration
The consultancy will ensure technical soundness, economic viability, and compliance with national and international engineering standards. The consultant will act as 'The Engineer' responsible for contract administration, quality control, and timely execution of works. The assignment is divided into two stages: Stage 1 - Updating of design and drawings; Stage 2 - Detailed construction supervision. The consultancy requires qualified professional staff including senior design engineers, resident engineers, material engineers, quantity surveyors, inspectors, and surveyors.
Eligibility criteria include relevant experience in bridge and highway projects, valid tax registration, SRB registration, and no blacklisting history. The selection method is Quality and Cost Based Selection (QCBS). Proposals must be submitted electronically on EPADS by 22 September 2026 at 9:30 AM and will be opened the same day at 10:00 AM at the office of the Executive Engineer, Provincial Highway Division, Hyderabad.
