Tender Description
The Military Engineer Services (MES) invites applications for pre-qualification of firms/contractors for consultancy services involving design and Resident Engineer (RE) supervision for various facilities. These facilities are located across multiple cities including Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sialkot, Swat, Muzaffarabad, Karachi, Sujawal, Jewani, Pasni, Ormara, Turbat, and Gwadar. This tender is issued by the Engineer-in-Chief's Branch at GHQ Rawalpindi.
The scope of work includes consultancy services for design and supervision of construction and related works at the specified sites. Firms must demonstrate experience in construction, electrical, mechanical, and plumbing works or services. They are required to provide detailed credentials including work orders, project locations, and completion certificates from previous clients. Registration with the Pakistan Engineering Council (PEC) in the relevant category is mandatory, with a minimum PEC category C-2 and validity up to June 2026. Preference will be given to firms enlisted with MES in Category A, though non-enlisted firms may apply with a refundable 2% bid security.
Applicants must submit a list of personnel, bank statements, NTN certificates, and income tax returns for the last three years. Only firms without any outstanding DI&E recoveries or special reports will be considered. Tender documents will be issued only to pre-qualified firms, and submissions must be received at the Engineer-in-Chief's Branch, GHQ Rawalpindi by 1130 hours on 4 June 2026, with opening at 1200 hours the same day.
