Consultancy Services Design and RE Supervision for Works at Multiple Locations

The Military Engineer Services, Engineer-in-Chief Branch at GHQ Rawalpindi, is inviting applications for pre-qualification of firms/contractors for consultancy services involving design and resident engineering supervision for various works across multiple locations including Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sialkot, Muzaffargarh, Swat, Karachi, Shah Bandar, Sujawal, Ormara, Turbat, and Gwadar. The scope covers consultancy services for design and RE supervision, requiring firms to demonstrate experience in construction, electrical, mechanical, and plumbing works. Eligible firms must be registered with PEC in the relevant categories, specifically Category C-2 and above with validity up to June 2027. Preference is given to firms enlisted with MES in Category A. Firms must provide detailed work orders, completion certificates, personnel lists, bank statements, NTN certificates, and income tax returns for the last three years. The tender documents will be issued only to pre-qualified firms. The submission deadline is 15 July 2026, with tenders to be received by 1130 hours and opened at 1200 hours on the same day at the E-in-C’s Branch, GHQ Rawalpindi. Bidders should ensure their PEC registration and financial documents are up to date and complete. Earnest Money in the form of bid security is required for non-enlisted firms, refundable upon qualification.
