Procurement, Implementation and Support of a Credit Card Processing Platform

The Punjab Provincial Cooperative Bank Limited (PPCBL) is inviting qualified vendors to submit sealed, structured proposals for the supply, implementation, integration, and support of a modular Credit Card Processing Platform (Credit Card System – CCS). This platform will enable PPCBL to launch and operate a comprehensive credit card business covering customer onboarding, credit assessment, card issuance, transaction processing, billing, collections, fraud monitoring, and customer servicing. Items being procured: - Customer Onboarding & Application Processing module - Credit Assessment & Decisioning Engine module - Card Issuance & Lifecycle Management module - Transaction Authorisation & Processing module - Billing, Statement & Payment Management module - Collections & Recovery Management module - Fraud Monitoring & Risk Controls module - Customer Self-Service & Digital Channels module - MIS & Regulatory Reporting module - Tokenization & Digital Wallet Integration module This is a fully modular procurement allowing PPCBL to purchase one or more modules independently. The scope includes supply, implementation, integration, and ongoing support of the platform. Vendors must provide a comprehensive technical and commercial proposal, demonstrating capability in credit card processing systems, compliance with PCI-DSS and information security standards, and certifications for Visa, Mastercard, and PayPak payment schemes. Eligible bidders must submit separate sealed Technical (Envelope A) and Commercial (Envelope B) proposals by 31 July 2026 at 3:00 p.m. Proposals must include valid NTN registration, active tax compliance certificate from FBR, SECP company incorporation certificate, declaration of no conflict of interest or blacklisting, company profile, product history, client references, technical team CVs, and payment scheme certification status. All bids will be opened at 3:30 p.m. on 31 July 2026 at PPCBL Head Products office, 5 Bank Square, The Mall Road, Lahore. Electronic submissions will not be accepted. PPCBL reserves the right to accept or reject any or all proposals without assigning any reason.
