Tender Description
The Irrigation Department Government of Balochistan invites reputable consulting firms to provide consultancy services for design review and resident construction supervision of the Mashkel Damat Washuk Dam Project located in Washuk, Balochistan. This assignment involves expert consultancy on dams, hydropower structures, irrigation, and major water resources projects.
Items being procured:
- Design Review Consultancy
- Resident Construction Supervision
- Construction Drawings and Supervision Services on war footing basis
The scope requires firms with valid Pakistan Engineering Council (PEC) registration in relevant dam and civil works categories including 1201, 1203, 1204(i), 1205, 1206, 1207, and 1215(i). Firms must have valid Income Tax and Sales Tax registration and be on the Active Taxpayers List. A minimum average annual turnover of PKR 600 million over the last three years is mandatory. At least 15 years of specific experience in dam construction and related water resource projects is required. The firm should have successfully completed at least three consultancy assignments of large dams or comparable hydraulic infrastructure with consultancy contracts valued at PKR 300 million or above.
Bid security of 2% of the quoted cost in the form of CDR or Bank Guarantee is required, along with a Performance Security of 10% as per B-PPRA guidelines. Affidavits on Rs. 100 stamp paper duly attested by the Oath Commissioner must confirm the firm is not blacklisted and has no litigation or non-litigation affidavits against it. The undertaking on Rs. 100 stamp paper must confirm the firm will provide timely services as per GoB and client requirements.
Technical and financial proposals must be submitted electronically through the B-PPRA E-Bidding System by 14 September 2026 at 12:00 pm. Financial proposals from technically non-responsive firms will be rejected. The bidding procedure follows Single Stage Two Envelope under Quality and Cost Based Selection (QCBS).
Interested firms may download the RFP document from BPPRA website www.bppra.gob.pk. The consultant must submit original CDR/Bank Guarantee, Authority Letter, and bid submission letter in original duly signed and stamped by the PD Office by due date and time.
Bidders are advised to carefully review all eligibility criteria and ensure timely submission through the official e-bidding portal to avoid disqualification.
