Provisioning and Installation of Observatory Type Elevators and Miscellaneous Civil Works at Jinnah International Airport Karachi

Pakistan Airports Authority (PAA) invites eligible and licensed contractors registered with Pakistan Engineering Council in category C-4 or above with specialization ME-03 to submit bids for the Improvement and Rehabilitation of Electrical & Mechanical Facilities of South Region Airports, specifically for provisioning and installation of observatory type elevators for wheelchair passengers in domestic and international satellite lounges at Jinnah International Airport Karachi (JIAP). The scope also includes miscellaneous civil works for provision of elevators in the same lounges. Items being procured: - Provisioning, installation, alignment, balancing of customized steel-glass hoistway/elevator shaft compatible with elevator car cabin structure - Installation of tempered glass panels with attachments and accessories - Provisioning, installation, testing and commissioning of Variable Voltage Variable Frequency (VVVF) controlled traction type Machine Room Less (MRL) elevator with minimum 1000 kg capacity and 1-1.5 m/s speed - Miscellaneous civil works including dismantling wooden trusses, glass panes, cement tiled floors, RCC and concrete works, excavation, cartage of materials, laying cement concrete, RCC with reinforcement, plastering, painting, terrazzo flooring, and other related civil tasks as per bill of quantities The technical scope covers design, manufacturing, testing, delivery, installation, commissioning, and maintenance during defect liability period of observatory type elevators with panoramic glass cabins, advanced control systems, safety features, and compliance with international standards such as ASME A17.1, EN 81, and ISO certifications. Civil works include dismantling, excavation, concrete works, reinforcement, plastering, and finishing as per specifications. Eligibility criteria include valid PEC license C-4 or above with ME-03 specialization, NTN/ATL registration, bid security of PKR 4,000,000, OEM authorization, compliance with technical specifications, minimum experience of 200 installed units in Pakistan in last 5 years, and submission of all required documents duly attested. Bids must be submitted electronically via the PPRA EPADS portal and physically at the office of Sr. Joint Director (Mechanical), Room #4051, Level-IV, East Side, JIAP Karachi before the closing date. Original bid security must be submitted in sealed envelope before bid opening. Technical and financial bids will be opened as per EPADS schedule. Bidders are advised to review bidding documents thoroughly, visit and inspect the site at their own risk, and submit bids without alterations. Bid validity is 180 days. Performance security and mobilization advance provisions apply as per contract terms.
