Tender Description
Benazir Bhutto Shaheed University Lyari Karachi invites sealed bids under Single Stage Two Envelope Procedure for the design, supply, installation, testing, and commissioning of a solar power system with a capacity of 300KW at the university campus in Lyari, Karachi. This project involves comprehensive solar system works including procurement of materials, installation on site, and commissioning to ensure full operational capacity.

The scope requires firms with valid registration with the Pakistan Engineering Council (PEC) in Category C-4 or above, holding specialized codes EE04, EE03, CE10, ME06, ME-07(V), EE11(vi), EE11 solar installation, ME05, and EE11(vv). Firms must also have valid registration/incorporation with relevant authorities, a valid license from the Electrical Inspector for electrical works issued by the Government of Sindh, and must submit latest SECP, FBR, and SRB certificates along with the technical proposal. Experience criteria include completion of at least two similar works in the last three years with a minimum cost of Rs. 50 million each and an average turnover of Rs. 100 million per year over the last three years as per FBR returns.
Tender documents are available from 04-09-2026 to 18-09-2026 during office hours upon payment of a non-refundable tender fee of Rs. 3,000 in the form of a pay order favoring the Director Finance Benazir Bhutto Shaheed University Lyari. Documents can be collected from the office of the Assistant Engineer, Department of Engineering, BBSUL or downloaded from the university website www.bbsul.edu.pk or the Sindh Public Procurement Regulatory Authority (SPPRA) website. Bids must be submitted by 21-09-2026 up to 01:00 pm and will be opened on the same day at 02:00 pm in the presence of bidders or their authorized representatives.
Earnest money of 3% of the quoted bid amount is required in the form of a pay order or bank draft in favor of the Director Finance. All prescribed taxes will be borne by the bidder. The procurement will follow SPPRA Rules 2010. Bidders must enclose an affidavit on stamp paper of Rs. 500 stating they have never been blacklisted by any government department.
