Tender Description

The NESPAK (GT&GE Division) invites sealed bids for the Detailed Engineering Design for Upgradation of Main Line-1 (ML-1) of Pakistan Railway from Karachi to Rohri (480 KM) under Package-3 covering Sections 1, 2, 3, 4 & 5. This procurement is for comprehensive geotechnical investigations and engineering design services to be executed in Lahore, Punjab. The project involves multiple sections with detailed scope including mobilization and demobilization of rotary drilling rigs and percussion boring equipment, execution of boreholes of varying depths, core drilling in bedrock, performance of Standard Penetration Tests (SPTs), collection of disturbed and undisturbed soil samples, water samples, and extensive laboratory testing such as sieve analysis, hydrometer analysis, liquid & plastic limits, moisture content, bulk density, consolidation, shear tests, compression tests, chemical analysis, and more. Items being procured: - Section 1: Mobilization of 5 rotary drilling rigs, 21 boreholes of 20m and 30m depth, core drilling, SPTs, soil and water sampling, and laboratory tests - Section 2: Similar scope as Section 1 with 21 boreholes each of 20m and 30m depth - Section 3: Mobilization of 6 rigs, 44 boreholes of 20m, 14 boreholes of 30m, 8 boreholes of 30m and 4 boreholes of 40m at flyovers, core drilling, SPTs, sampling and testing - Section 4: Mobilization of 6 rigs, 42 boreholes of 20m, 12 boreholes of 30m, 10 boreholes of 30m, 5 boreholes of 40m, core drilling, SPTs, sampling and testing - Section 5: Mobilization of 2 hand auger/light percussion equipment, 125 auger holes up to 6m depth, 100 test pits up to 3m depth, composite bulk soil sampling, soil classification, Atterberg limits, moisture density relationship, and CBR tests The technical scope requires execution of geotechnical investigations using advanced drilling and sampling methods, preservation and transportation of samples to approved laboratories, and timely submission of detailed geotechnical investigation reports including borehole and test pit logs, laboratory test results, and core sample documentation. The work will be supervised by NESPAK engineers/geologists and requires coordination with approved laboratories for testing. Eligibility criteria include valid registration with Pakistan Engineering Council (PEC), Federal Board of Revenue (FBR), and concerned Provincial Revenue Authority (PRA), proof of active taxpayer status, relevant experience in geotechnical investigations, equipment capability, personnel qualifications, litigation history, and HSE policies. Key dates: Bids must be submitted online through EPADS v2.0 by **September 16, 2026, 11:00 AM**. Technical bids will be opened the same day at 11:30 AM. Manual submissions are not accepted.
