Dualization of New-Lahore Road from Narowal City to Gujjar Chowk (Narang) including Re-alignment and Rehabilitation of Existing Road Phase-I

The Punjab Highways Department invites tenders from engineering firms and contractors for the dualization of the New-Lahore Road from Narowal City to Gujjar Chowk (Narang). This project includes re-alignment and rehabilitation of the existing road (Phase-I) covering Section 0.00 to 10.30 km in District Narowal. Items being procured: - Dualization of New-Lahore Road from Narowal City to Gujjar Chowk (Narang) - Re-alignment of road - Rehabilitation of Existing Road (Phase-I) covering 10.30 km The tender process follows the Single Stage Two Envelope Procedure requiring technical and financial proposals to be submitted via the Punjab e-Procurement System. Bidders must have a valid PEC License (2026-27) in Category C-A and be registered on the Punjab PPRA website. Bid security equal to 5% of the estimated cost must be submitted digitally through the Punjab e-Procurement System by or before 27.08.2026 at 12:00 PM. Performance Guarantee of 10% of the contract amount is mandatory within 15 days of offer letter receipt. Technical and financial bids will be evaluated on Punjab e-Procurement Portal. Only technically responsive bidders will have their financial bids opened. The lowest evaluated bidder will be selected subject to submission of performance guarantee and PEC license. No manual or physical bid submissions will be accepted. Joint ventures are not permitted. Interested contractors must ensure FBR/ATL registration, valid PEC license, and submit affidavits on non-judicial stamp papers regarding litigation history and blacklisting status.
