Tender Description
Sui Northern Gas Pipelines Limited (SNGPL) Lahore invites bids for the Engagement of Credit Rating Agency for the financial years 2026-27, 2027-28, and 2028-29. This procurement is for non-consultancy services to evaluate the creditworthiness of SNGPL as a public sector company. The engagement includes conducting credit ratings, monitoring and reviewing ratings semi-annually or as required, and maintaining confidentiality of private ratings. The credit rating company must be registered with SECP and SBP, hold valid NTN and professional tax certificates, and comply with Credit Rating Companies Regulation 2016.

The scope includes continuous monitoring of outstanding ratings, immediate review upon new information, and engagement with issuers and trustees. Payment will be made in full within 30 working days of submission of the credit rating report. Bidders must submit technical and financial proposals separately through EPADS v2.0 by the deadline of October 20, 2026, 11:00 AM. Manual bids will not be accepted. Bid security of PKR 150,000 is required in the form of Pay Order, Banker's Cheque, or Demand Draft.
Eligibility criteria include financial strength, manpower, experience with similar projects, and international exposure. The evaluation will be based on Least Cost Based Selection (LCBS) technique. The contract will be governed by the laws of Pakistan with dispute resolution through arbitration in Lahore. Confidentiality and force majeure clauses apply. Bidders are advised to carefully review all terms and submit complete documentation to avoid disqualification.
