Hiring of Firm for Data Validation, Modeling and Designing of Mitigation Strategy against HVDC Interference with SNGPL's Transmission & Distribution Pipelines

Sui Northern Gas Pipelines Limited (SNGPL), Pakistan's largest integrated gas company, invites qualified local and international firms to submit proposals for consultancy services focused on data validation, modeling, and designing a mitigation strategy against HVDC interference with SNGPL's transmission and distribution pipelines. This consultancy is critical due to the proximity of SNGPL's extensive pipeline network to the under-construction CASA-1000 HVDC power project, which poses potential corrosion and interference risks to the pipelines. The scope includes assessment of safe distances between HVDC lines and gas pipelines, identification and provision of mitigation measures for pipelines laid up to 30 ft deep within 1000 meters of the electrode station, data verification and collection, modeling and simulation to analyze interference and validate cathodic protection system design, and development of a detailed mitigation strategy with a bill of quantities (BOQ) to counter HVDC impacts without rerouting pipelines. Items being procured: - Data validation and collection reports - DC interference modeling and design reports - DC mitigation report including drawings and BOQ The consultancy requires firms with proven expertise in corrosion control, cathodic protection design, and DC interference mitigation, with at least 10 years of experience and NACE (AMPP) CP level 4 certification. Firms must demonstrate financial stability with audited statements for the last two years and have adequate organizational setup, competent personnel, and necessary equipment and software such as CDEGS or COMSOL Multiphysics for electromagnetic and grounding modeling. Joint ventures between local and multinational companies are permitted, provided each partner meets eligibility criteria. The contract duration is three months from the work order issuance. Proposals must be submitted in two parts (technical and financial) via EPADS v2.0 by 4th November 2026 at 11:00 AM, with technical proposals evaluated first. Bid security of Rs. 100,000/- is mandatory. The contract will be awarded based on quality-based selection (QBS) criteria.
