Engagement of International Certification Bodies for International Certification of PMYSDP Trainees in High Demand Trades

The National Vocational & Technical Training Commission (NAVTTC) Islamabad invites qualified and eligible organizations to submit technical and financial proposals for the engagement of international certification bodies to provide international certification services for PMYSDP trainees in high demand trades. This procurement aims to integrate credible international certification schemes with NAVTTC training programs to enhance the employability and labour-market mobility of Pakistani skilled workers. Items being procured: - International certification services for trades including General Electrician, Plumber, Pipe Fitter, Steel Fixer, Mason, Shuttering Carpenter, Scaffolder, Duct Fabricator, Building Painter, Sheet Metal Fabrication, Electric Arc Welding, Heavy Machinery Operator, Mobile Crane Operator, Industrial Control & Automation, Auto Electrician, and other notified trades. The scope includes trade-wise certification scheme identification, curriculum and competency alignment, assessment blueprint and methodology development, question bank and practical assessment instruments, assessor guidance, certification assessment, issuance of certificates, digital verification, data management, and reporting. Bidders must demonstrate international recognition, employer acceptance, and labour-market relevance of the proposed certifications, especially in GCC, Far East, and EU markets. Eligibility requires bidders to be principal certification bodies or legally authorized branches/subsidiaries in Pakistan, with relevant certification experience, financial capacity, and no blacklisting. Joint ventures are not allowed. The procurement will follow a quality and cost based selection (QCBS) with 80% technical and 20% financial weightage. The deadline for submission of hard copy bids including bid security of PKR 1,000,000 in favor of NAVTTC Fund is **Monday, October 05, 2026 at 11:00 AM** at NAVTTC HQ, Kirthar Road, Sector H-9/4, Islamabad.
