Engineering Consultancy Services for Labour Complex Construction at Gujrat by Workers Welfare Fund

Workers Welfare Fund (WWF) is inviting qualified engineering consultancy firms to submit proposals for the construction of a Labour Complex at Gujrat. This project includes the development of Housing Units, Amenity Buildings, a 25 Beds Hospital, and Schools for industrial workers. The scope covers Master Planning, Designing including Infrastructure, Landscape Architectural, Structural, and MEP works, Construction Supervision, and Procurement of Works. Items being procured: - Master Planning - Designing (Infrastructure, Landscape Architectural, Structural, and MEP) - Construction Supervision - Procurement of Works The consultancy services require firms registered on EPADS V-2.0 and with valid PEC/PCATP registration for engineering consultancy. The procurement will follow a Single Stage Two Envelope procedure under the Public Procurement Rules, 2004, using the Quality and Cost Based Selection (QCBS) technique. All proposals must be accompanied by a Bid Security as described in the RFP document, which can be in the form of Pay Order, Banker's Cheque, Call at Deposit, or Demand Draft. Proposals must be submitted electronically through EPADS V-2.0 on or before Monday, August 31, 2026, at 11:00 AM. The technical and financial bids will be opened the same day at 11:30 AM. A pre-bid meeting is scheduled for August 18, 2026. Manual submissions will not be entertained. Firms are advised to ensure their registration and documentation are complete and to carefully follow the submission instructions on EPADS. Timely submission is critical as late bids will be rejected.
