Tender Description
This tender invites qualified contractors and suppliers to participate in an EPC project for the engineering, procurement, supply, installation, testing, and commissioning of a Leak Detection System (LDS) for the PSO–PARCO product pipelines located at Mehmoodkot Terminal and Faisalabad Terminal. The procurement is managed by Pakistan State Oil Company Limited based in Karachi, Sindh.
Items being procured:
- Engineering services for Leak Detection System
- Procurement of LDS equipment and materials
- Supply and installation of LDS components
- Testing and commissioning of the complete system
The project involves comprehensive technical scope including detailed engineering design, supply of all necessary materials and equipment, installation at the specified terminals, and final testing to ensure operational readiness. The work requires adherence to industry standards and specifications for pipeline safety and leak detection.
Eligible bidders must be registered with PEC in relevant categories and possess valid FBR registration and ATL status. Experience in similar pipeline leak detection projects and submission of earnest money in the form of CDR or Pay Order is mandatory.
Key dates include bid document collection and submission through the SAP Ariba portal up to 25th August 2026 by 02:15 PM, with bid opening scheduled on the same day at 03:00 PM onwards. Interested vendors without an Ariba Network ID are advised to register promptly to participate.
Bidders should regularly check the PSO and PPRA websites for any updates or corrigenda. Submission of bids must be done electronically via the SAP Ariba portal as specified.
