Establishment of Emergency Services 1122 Complex at Hunza

The Communication & Works Department Gilgit-Baltistan, B&R Division Hunza, invites sealed bids under Single Stage-Two Envelope (SSTE) bidding procedure from reputed and experienced Contractors/Firms/JV registered with valid PEC Registration for the Current Financial Year 2026-27 with relevant code for the work mentioned below in Hunza. Items being procured: - Establishment of emergency services 1122 complex at Hunza This project involves the construction of an emergency services complex, requiring compliance with PEC category C-5 & Above and code CE-10. The estimated cost is Rs. 45,854,434/- with a 2% bid security amounting to Rs. 917,089/-. The cost of tender form is Rs. 10,000/-. Bidding documents can be obtained from the office of the undersigned on submission through treasury challan as shown against work (non-refundable) on any working day. Bidders must provide valid PEC registration for 2026-27, renewal fee receipt of C&WD for FY 2026-27, CNIC of the prospective bidder, and bid security in the form of CDR from a scheduled bank of Pakistan. No sick scheme or litigation certificates are allowed. All technical bids must be accompanied by the requisite Bid Security/Earnest Money as indicated against each work, in the form of CDR/Bank Guarantee issued by a Scheduled Bank of Pakistan. The sealed bids must be delivered to the office of the Executive Engineer, B&R Division Hunza, on or before the due date and time specified against each work. Bids will be opened on the same day at the prescribed time in the presence of bidders or their authorized representatives who choose to attend. Only project-specific Power of Attorney issued on behalf of the CEO/MD/Director of the firm shall be accepted. The power of attorney must be executed on judicial stamp paper and duly signed and stamped/attested by a First-Class Magistrate, as applicable. The Procuring Agency reserves the right to reject any or all bids/proposals at any time prior to acceptance of a bid/proposal, in accordance with Rule 36 of the GB-PPRA Rules. In case a local holiday is observed on the scheduled date of opening of bids, the bids shall be opened on the next working day at the same time and under the same terms and conditions. The bid prepared for above work should be in accordance with the instructions contained in the bidding documents and must be submitted in the office of the Superintending Engineer C&WD Circle Office Hunza/Nagar before closing date and time. The pre-bid meeting will be held in the office of Superintending Engineer C&WD, Circle Office Hunza/Nagar at Hunza on 24.09.2026 at 11:00 am. Bidders are advised to carefully prepare their bids with all required documents and ensure timely submission to avoid disqualification. Earnest Money in the form of CDR must be valid and properly issued in the name of the procuring agency. Technical and financial bids will be opened separately as per the SSTE procedure.
