Establishment of Hatchery Facilities for Pangasius & Other High Value Fish Species (Group No. 03)

The Communication & Works Department, 6th Buildings Division, Lahore invites bids for the establishment of hatchery facilities for Pangasius and other high value fish species under Group No. 03. This procurement is conducted through E-Tendering as per Notification No.SOH-I(C&W)1-49/2023/3652 dated 26.05.2023 and follows PPRA Rule 38 Single Stage Two Envelope procedure (Technical and Financial). The tender is open to contractors/firms enlisted or renewed with PEC for the current financial year with the relevant specialization codes. Contractors must produce original PEC licenses with the required specialization codes; those without will not be entertained. Items being procured: - Establishment of hatchery facilities for Pangasius & other high value fish species (Group No. 03) The project duration is 15 months. The procurement process is managed via the Punjab E-Procurement System (https://ep.punjab.gov.pk) where bidders must upload their technical and financial proposals. Earnest money amounting to 5% of the estimated DNIT cost must be submitted via 1-Link or online bank transfer through PSID generated on the Punjab E-Procurement System. Conditional tenders or those without earnest money will be rejected. Technical bids will be opened online on 26-08-2026 at 11:00 AM in the office of the Commissioner Lahore Division, Lahore, in the presence of bidders or their authorized representatives. Financial bids will be opened after evaluation of technical bids. The procuring agency reserves the right to reject any or all bids as per PPRA rules without justification. Performance guarantee will be obtained from the lowest bidder as per clause 56 of PPRA Rules.
