Establishment and Operation of a State-of-the-Art Educational Institute in Sector 25-B, Scheme-33, Karachi

The Federal Government Employees Housing Authority (FGEHA), under the Ministry of Housing and Works, Government of Pakistan, invites online/electronic proposals from well reputed educational institutes for the design, finance, construction, operation, maintenance, and transfer of a state-of-the-art educational institute located in Sector 25-B, Scheme-33, Karachi. This project is based on a private-sector participation model under a gross revenue-sharing concession arrangement for a concession period of 20 years, extendable once for up to 10 years at the sole discretion of FGEHA. Ownership of the project site remains vested with FGEHA. Items being procured: - Establishment and operation of a state-of-the-art educational institute in Sector 25-B, Scheme-33, Karachi The procurement follows a Single Stage Two Envelope (SSTE) bidding procedure. Bidders will be post-qualified based on the information provided in their technical proposals. Technical and financial proposals must be submitted electronically via the e-Pak Acquisition & Disposal System (EPADS) Version 1.0 accessible at https://eprocure.gov.pk. The deadline for submission is 12:00 PM on 6th November 2026. A scanned copy of the prescribed Bid Security amounting to Rs. 2.0 Million in the form of CDR, Pay Order, or Bank Draft in favor of FGEHA must be uploaded with the technical proposal. All prospective bidders must register/sign up as suppliers on EPADS Version 1.0 before submission. A pre-bid meeting is scheduled for 26th October 2026 at 01:00 PM in the committee room of FGEHA, Islamabad. Proposals received after the deadline will be rejected. The offered gross revenue share excludes all applicable taxes, duties, and statutory charges, which shall be borne by the bidder.
