Tender Description
The Directorate of Literacy & Non-Formal Education (DL&NFE), under the School Education and Literacy Department, Government of Sindh, invites proposals for the establishment and operationalization of 1420 Non-Formal Education (NFE) Centers across six districts of Sindh province: Jacobabad, Kashmore, Jamshoro, Mirpurkhas, Umerkot, and Tharparkar. This initiative aims to provide accelerated learning opportunities to out-of-school children aged 9 to 16 years through a public-private partnership model.
Items being procured:
- Establishment and operationalization of 1420 NFE centers
- Enrollment of 42,600 out-of-school children
- Hiring of NFE Facilitators (minimum Intermediate qualification, preference for higher degrees or matriculate females from deprived areas)
- Provision of teaching and learning materials including notebooks, stationery, educational aids, and equipment
- Installation of electricity/solar systems, fans, lighting, furniture/mats, drinking water, and functional washrooms at centers
- Capacity building, training, mentoring, and academic troubleshooting for facilitators
- Monitoring and quality assurance as per Key Performance Indicators (KPIs)
- Submission of quarterly progress reports
- Community mobilization and enrollment campaigns
The project covers 71 packages distributed among the six districts with a contract period of 30 months, including a 24-month academic period. The teaching packages include accelerated learning programs (ALP) for grades 0-5 with subjects Sindhi/Urdu, Math, English, Science, and Social Studies. The monthly fixed subsidy cost is PKR 1,500 per learner, reimbursed quarterly based on satisfactory performance.
Eligibility criteria require bidders to be registered entities with relevant authorities, active taxpayers, with a net worth of at least PKR 2.5 million and annual turnover of PKR 1 million over the last three years. Experience of at least two years in managing educational or social sector projects is mandatory. Bidders must submit a bid security of 1% of the total bid price and comply with all terms and conditions outlined in the RFP.
Key dates include the availability of bidding documents from 2nd August 2026, a pre-bid meeting on 6th August 2026 at 2:00 PM in Karachi, and bid submission deadline on 24th August 2026 at 3:00 PM. Bids must be submitted online via the Sindh Public Procurement Regulatory Authority (SPPRA) portal. The bid opening will occur on the same day at 3:30 PM at the Directorate's office in Karachi.
