Expression of Interest for Pre-Qualification of Publishers and Developers for Development of Textbook Manuscripts

The National Book Foundation (NBF), Ministry of Federal Education and Professional Training, Government of Pakistan, invites Expressions of Interest (EOIs) from established and experienced Publishers and Developers (Textbook Development Firms/Companies) across Pakistan for pre-qualification to participate in the competitive development of textbook manuscripts for Prep to Grade 12, based on the National Curriculum of Pakistan, as notified by the National Curriculum Council Wing (NCCW). Items being procured: - Pre-qualification of Publishers and Developers for development of textbook manuscripts for Prep to Grade 12 This pre-qualification stage does not require submission of manuscripts. Pre-qualified publishers/developers will later be invited to submit fully developed and professionally designed manuscripts within 30 days for subjects/grades specified by NBF. The agreement with each pre-qualified publisher/developer will be for three years. Note that pre-qualification does not guarantee selection, publication, minimum work, or royalty. Applicants must submit a refundable Bid Security of Rs. 50,000/- with the EOI application. Manuscripts submitted during Phase-II will be evaluated independently by Subject-Specific Evaluation Committees, and selected manuscripts will be forwarded to NCCW for NOC. Publishers will receive 5% royalty on the net price of copies sold after obtaining necessary approvals. Applications along with required documents must be submitted in sealed envelopes to the National Book Foundation office at 6-Mauve Area, Taleemi Chowk, G-8/4, Islamabad by 17 September 2026 at 11:00 AM.
