Tender Description
The Higher Education Commision (Higher Education Commision (HEC)) Islamabad invites bids for fencing works at its buildings located in Khanspur (Ayubia). This procurement is planned for the financial year 2026-27 and aims to enhance security and boundary demarcation at the site. The scope of work includes clearing dense jungle vegetation, excavation, concrete works, and installation of chain link fencing with razor wire. Items being procured:
- Clearing jungle (dense) by cutting and removing shrubs and trees up to 6 inches girth, including filling hollows with earth (5000 sq.ft)
- Cutting to required gradient in soft or disintegrated rock by hammering and chiseling (5000 cft)
- Excavation for foundation trenches and drains in gravel and boulders strata (3240 cft)
- Filling excavated earth in foundation/plinth with compaction (3240 cft)
- Providing and laying 1:2:4 cement concrete using graded gravel in foundation (1544 cft)
- Providing and fixing chain link fencing with GI wire 2x2 inch mesh, clamps, posts, and Y extensions (10300 sq.ft)
- Providing and fixing razor wire of 2.5 mm GI wire roll with blades on top of fence (103 rolls)
The technical scope requires all materials and workmanship to comply with approved standards ensuring durability and proper installation under the supervision of the Engineer In-Charge. The work site is in Islamabad Capital Territory, and bidders must have a valid PEC license in category C6 or above, FBR registration, and relevant experience with fencing or boundary wall works completed in the last 5 years. The bid security amount is PKR 200,000 and bids must be submitted online via EPADS v2.0 by 28th July 2026 at 01:30 PM. Manual submissions will not be entertained. The bid opening will be on the same day at 02:00 PM. The contract will be awarded on a Least Cost Based Selection (LCBS) basis.
A practical tip for bidders: Ensure timely registration on EPADS v2.0 and submit all required documents including bid security in original to the specified address before the deadline. Pay close attention to the detailed technical specifications and eligibility criteria to avoid disqualification.
