Concession for Establishment, Operation and Maintenance of Foreign Currency Exchange Counters at Jinnah International Airport Karachi

Pakistan Airports Authority (PAA) invites sealed tenders from registered companies, firms, joint ventures, or sole proprietors with relevant experience and sound financial background for the concession to establish, operate, and maintain foreign currency exchange counters at Jinnah International Airport Karachi. The concession period is five years with a 10% annual enhancement on a cumulative basis for subsequent years. Bids higher than the reserve price of **Rs. 9,276,538/-** per month will be entertained. Items being procured: - Establishment, operation, and maintenance of two foreign currency exchange counters (one each inside International Departure and Arrival Lounges) at Level-VI, Jinnah Terminal, JIAP Karachi. The technical scope includes full outsourcing of the currency exchange counters at the specified locations within the airport terminal. Bidders must demonstrate at least 80% weightage in technical evaluation, possess NTN registration, and provide a pay order/demand draft of Rs. 5,000/- as non-refundable tender fee. Earnest money and bid security requirements apply as per PAA regulations. Advance Income Tax will be deducted under Section 236-A of the Income Tax Ordinance 2001. Tender documents must be submitted in two separate sealed envelopes marked 'Technical Offer' and 'Financial Offer' and placed together in one envelope. Submission is to be made by dropping the envelope in the designated tender box located in the Main Conference Room (Room No.6035) at Level-VI, Jinnah Terminal, JIAP Karachi by **10-11-2026** at 1500 hrs. Technical bids will be opened at 1530 hrs the same day in the presence of bidders who wish to attend. Late, ambiguous, or conditional tenders will not be accepted. Defaulters of PAA dues are ineligible. Any bidder submitting fake or bogus documents will be blacklisted and forfeited. Outstanding dues must be cleared before financial bid opening.
