Framework Agreement for Hiring of Vehicles Rental Services

Engineering Consultancy Services Punjab (Pvt.) Limited (ECSP) invites electronic bids through the Punjab e-Procurement System from eligible firms/companies engaged in the business of providing vehicle rental services and duly registered on Punjab e-Procurement System and with the Federal Board of Revenue (FBR), Punjab Revenue Authority (PRA), and other relevant statutory authorities. The procurement shall be conducted through Open Competitive Bidding (Single Stage – Two Envelope Procedure) in accordance with the Punjab Procurement Rules, 2014, for entering into a one-year Framework Agreement for hiring of vehicles on rental basis. The Framework Agreement shall establish fixed unit rates for the specified categories of vehicles for the duration of the Agreement. Vehicle hiring shall be made strictly on an as-required basis through individual Call-Off Orders, and ECSP does not guarantee any minimum quantity or value of services. Items being procured: - Lot-1: Intra-City Vehicles Rental Services (Daily basis) with Bid Security Rs.125,000/- - Lot-2: Intra-City Vehicles Rental Services (Monthly basis) with Bid Security Rs.125,000/- - Lot-3: Inter-City Vehicle Rental Services (Daily basis) with Bid Security Rs.125,000/- - Lot-4: Inter-City Vehicle Rental Services (Monthly basis) with Bid Security Rs.125,000/- Detailed technical specifications, eligibility criteria, service requirements, evaluation methodology, and the Schedule of Requirements are provided in the Bidding Documents which can be downloaded free of cost from the websites https://ep.punjab.gov.pk and https://ppra.punjab.gov.pk. Interested parties are encouraged to participate through Punjab e-Procurement System by submitting their bids for any or all LOTs. Eligibility includes registration with FBR, PRA, and Punjab e-Procurement System. Earnest Money in the form of Bid Security as specified per lot is mandatory. The pre-bid meeting will be held on 3rd September 2026 at 11:30 AM at the address mentioned in the bidding document. The deadline for submitting bids is 14th September 2026 till 11:00 AM. The bid opening will take place at 11:30 AM on the same day at the address provided through Punjab e-Procurement System. Bidders or their authorized representatives are welcome to attend. For bidders, a practical tip is to ensure timely registration on the Punjab e-Procurement System and to carefully review Section-III of the Bidding Document for vehicle details and technical requirements to avoid disqualification. Also, prepare the Bid Security as per lot requirements to meet eligibility criteria.
