Tender Description
The Office of the Ombudsman Punjab in Lahore invites e-Tenders through the Punjab e-Procurement System website https://ep.punjab.gov.pk/ from firms, companies, and suppliers registered with NTN/GST/PST for a Framework Contract to hire an Event Management Company. This contract aims to secure professional event management services for the department under the Punjab Procurement Rules, 2014.

The procurement process follows a Single Stage – Two Envelope Bidding Procedure. Bidders must submit separate Technical and Financial e-Bids online via the Punjab e-Procurement System before 27th August 2026 at 11:00 A.M. The Technical e-Bid will be opened the same day at 11:30 A.M. in the presence of bidders or their authorized representatives at the Office of the Ombudsman Punjab, Head Office.
Bidders are required to provide an Original Bid Security Instrument equal to 5% of the estimated price in the form of Pay Order, DD, or CDR favoring the Office of the Ombudsman Punjab as per Rule 27 of Punjab Procurement Rules, 2014. Additionally, a non-judicial stamp paper of Rs. 1000 or above must accompany the bid as per the prescribed format in the e-tender document.
Eligibility criteria include valid Income/Sales tax and Punjab Sales Tax registration certificates, along with other documents as specified in the e-Tender Document/RFP. Taxes will be deducted according to Government Rules.
The official PPRA website (http://epoc.punjab.gov.pk/ViewTender.aspx) will calculate response times from the date of advertisement publication. The Office of the Ombudsman Punjab reserves the right to reject any or all bids prior to acceptance under Rule 35 of Punjab Procurement Rules, 2014.
