Framework Contract for Provision of Human Resource & Operations and Maintenance of 379 Water Filtration Plants in Rawalpindi Division

Punjab Saaf Pani Authority (PSPA) invites E-Bids from contractors and firms registered with the Punjab e-Procurement system having valid PEC license in category C4 & Above with relevant code ME-06, and registered with FBR & PRA (NTN and PNTN). The procurement is for a framework contract concerning the provision of human resource and operations and maintenance of 379 water filtration plants in Rawalpindi Division for a period of 4 months, extendable for a further 8 months. Items being procured: - Provision of human resource - Operations and maintenance services - Maintenance of 379 water filtration plants The scope includes ensuring the proper functioning and upkeep of water filtration plants across Rawalpindi Division. Bidders must be technically capable and financially sound, with PEC registration and FBR/ATL compliance. A bid security amounting to Rs. 2,334,279.29 (2% of estimated cost) is required, to be submitted digitally via the e-Procurement system or through bank guarantee. Bids must be submitted online by uploading PDF files on the Punjab e-Procurement System portal https://ep.punjab.gov.pk by 26th October 2026 at 01:00 PM. The technical bids will be opened on the same day at 01:30 PM. Only technically responsive bidders will qualify for financial bid opening.
