Tender Description
The Multan Electric Power Company (MEPCO) through its Project Management Unit (PMU) invites sealed bids for the procurement of grounding conductors and earth wire under the contract reference PMU-28/2026-27 with tender number P84028. This procurement is planned for the financial year 2026-27 and will be conducted via the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. The bidding process follows the Single Stage Two Envelope method with Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2004.
Items being procured:
- Grounding Conductor 95mm², Quantity: 6960 meters
- Earth Wire 7/0.116 (9mm²), Quantity: 103102 meters
The materials must conform to NTDC/WAPDA specifications P-16:1968 (amended) for grounding conductors and P-12:1980 (amended) for earth wire. Delivery location is the 132KV MEPCO Warehouse, Khanewal Road, Multan, with a delivery schedule of 90 days. The contract requires a 2-year warranty and valid manufacturer authorization.
Bidders must be registered on EPADS v2.0 and submit bids electronically by August 31, 2026, 10:30 AM. Manual submissions are not accepted. Bid security is required as per bidding documents. Eligibility criteria include PEC registration, FBR/ATL active tax status, satisfactory past performance with MEPCO/DISCOs, and compliance with technical specifications including type test reports or prototype approval.
Technical evaluation requires bidders to have completed at least two similar contracts in the last 10 years, with manufacturers having at least 5 years of design/manufacturing experience. The offered material must have been in satisfactory operation for at least 3 years with supporting certificates.
Bids will be opened on EPADS v2.0 on August 31, 2026, at 11:00 AM. The Procuring Agency reserves the right to reject any or all bids. The successful bidder must provide a performance guarantee of 10% of the contract price. Payment terms and detailed contractual conditions are specified in the bidding documents.
