Hiring of Audit Firm for External Audit of Financial Statements of Partner Local Governments under Punjab Inclusive Cities Program

The Punjab Municipal Development Fund Company (PMDFC) invites expressions of interest from eligible consulting firms for the hiring of an audit firm to conduct an external audit of financial statements of partner local governments or their successors/WASAs under the Punjab Inclusive Cities Program (PICP) for the financial year 2025-2026. The audit must be performed in accordance with the International Standards of Auditing as adopted by the Institute of Chartered Accountants of Pakistan and comply with World Bank regulations. Items being procured: - External audit services for 14 Local Governments or their successors/WASAs The scope includes providing audit services for the financial statements of partner local governments, ensuring compliance with professional auditing standards and World Bank regulations. Interested consultants must demonstrate their capacity, qualifications, and relevant experience by submitting agreements of completed projects and certificates as part of their expression of interest. Joint ventures or sub-consultancies are allowed but all partners will be jointly liable. Eligibility requires firms to meet the Consultant's Qualification-based Selection (CQS) method as per World Bank Procurement Regulations. The estimated cost for this one-year contract is Rs. 15.00 million. Expressions of interest must be submitted in written form to the Deputy Program Director at PMDFC, 184 Scotch Corner, Upper Mall, Lahore before September 8, 2026, at 11:00 AM.
