Hiring of Consultancy Services for Feasibility Studies, Planning, Designing and Engineering Services for Development of Lake at OPF Housing Scheme, Zone-V, Islamabad

The Overseas Pakistanis Foundation (OPF) invites qualified and experienced consultants to submit proposals for the hiring of consultancy services for feasibility studies, planning, designing, and engineering services for the development of a lake at OPF Housing Scheme, Zone-V, Islamabad. This procurement is planned for the financial year 2026-27 and will be conducted through a National Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) technique in line with Public Procurement Rules, 2004. Items being procured: - Consultancy services for Feasibility Studies - Planning and Designing - Engineering Services for Development of Lake at OPF Housing Scheme, Zone-V, Islamabad The scope includes detailed feasibility studies, hydrology, geotechnical investigations, hydraulic and structural design, environmental aspects, and preparation of tender documents. The assignment duration is 90 days. Eligible bidders must have a valid PEC license with codes 1205, 1203, and 1206, be registered with FBR/NTN, and comply with all eligibility criteria. Bid security in the form of Pay Order, Call Deposit, Demand Draft, or Bid Securing Declaration is required. Proposals must be submitted electronically through the EPADS v2.0 portal by 12:00 PM on Friday, October 23, 2026. Manual submissions will not be accepted. The technical evaluation will carry 70% weightage and financial evaluation 30%. The minimum validity of proposals is 120 days.
