Hiring of Rental Buildings for NADRA Registration Centers at RHO NADRA Lahore

The National Database and Registration Authority (NADRA) RHO Lahore invites bids for the hiring of rental buildings to establish additional NADRA Registration Centers in Lahore and nearby cities including Gujranwala and Sialkot. This procurement is for the financial year 2026-27 and aims to secure furnished commercial spaces suitable for government office operations. The buildings must be located in accessible areas with adequate public transport and parking facilities, and must meet specific technical and safety standards. Items being procured: - Rental buildings at Adda Plot, Lahore (4000 sqft) - Rental buildings at Shalimar Bagh, Lahore (4000 sqft) - Rental buildings at Badami Bagh, Lahore (4000 sqft) - Rental buildings at Multan Road (Scheme Morr to Awan Town), Lahore (4000 sqft) - Rental buildings at Bedian Road (1 Km from Nawaz Sharif Interchange), Lahore (4000 sqft) - Rental buildings at Gujranwala Eastern Bypass (Ferozewala Bridge/Chicherwali) (4000 sqft) - Rental buildings at Gujranwala Western Bypass (Pindi Bypass to Alipur Chowrk/Alam Chowk/Awan Chowk) (4000 sqft) - Rental buildings at Sialkot City (Pasrur Road Area) (4000 sqft) - Rental buildings at Sialkot Cantt (4000 sqft) The buildings must have complete and functional electrical earthing, 3-phase electric connection with 50 KVA transformer, tap water with overhead tank and electric water pump, public and staff washrooms, ramps for disabled citizens, rooftop access for satellite dish antenna installation, proper flooring (marble or tiles), paint work, doors, grills, windows, and storage fixtures. The tenancy period shall be not less than ten years with an annual rent increase of up to 10%. The rent quoted must be inclusive of all applicable taxes. The buildings should be in furnished condition and ready for immediate occupation. Eligible bidders must have valid NTN registration, be active on the ATL list of FBR, and not be blacklisted by any government entity. They must submit all required ownership and regulatory documents including approved maps, NOCs, commercialization and completion certificates, and consent of the owner. The bid security is Rs. 10,000 per site in the form of Call Deposit or Bid Securing Declaration. Bids must be submitted online through EPADS v2.0 by July 23, 2026, 11:00 AM. Manual submissions will not be accepted. The procurement will follow the Least Cost Based Selection (LCBS) technique under the Public Procurement Rules, 2004. Technical bids will be evaluated on criteria such as location, approach, utilities availability, parking, and condition of property. Only technically qualified bids will proceed to financial evaluation. The contract will be awarded to the most advantageous bidder meeting all criteria.
