Tender Description
The Labour & Human Resource Department Punjab invites electronic bids (E-Bids) from registered firms or companies for hiring transport services for the Workers Welfare School (Boys) Evening Shift located in Gulshan Colony, Gujranwala. This procurement is under the Punjab Workers Welfare Fund (PWWF) for the academic years 2026-27 and 2027-28. The department seeks to provide pick and drop facilities to students of the school through reliable transport services.
Items being procured:
- 18 vehicles to be hired
- Routes include BAO CNG, BISE GRW, Sui Gas Road, Jadid Dastagir, Jinnah Road Kachi Fotto Mand, Sialkot Bypass, Jagna (30 KM, 29 students)
- Sufi Hotel, State, Zahid Colony (18 KM, 30 students)
- Khiali Bypass Alam Chowk, Hafizabad Road (30 KM, 30 students)
- Khashmir Colony, Railway Station, Amrat Pura, Ghakhar (26 KM, 31 students)
- Garjakh, Puly, Anwar e Madina, Zain Autos, Dhullay Bazar, Samanabad Chungi (30 KM, 30 students)
- Tariq Colony, Ahsan Colony, Radiala Warriach (15 KM, 30 students)
- Mandiala Warrich, Auran Zaib Town, Shahkot (12 KM, 29 students)
The vehicles must be manufactured or refurbished in the year 2005 or later. A refurbished vehicle is defined as one originally manufactured not earlier than 2000 and subsequently refurbished in the year 2005 or later to meet specified technical requirements verified by a valid refurbishment certificate from the Regional Transport Authority (RTA), Motor Vehicle Examiner (MVE), or a third-party independent expert.
The bidding process will be conducted through the Punjab e-Procurement System at http://ep.punjab.gov.pk. All interested bidders must register on this portal to participate. Bids must be submitted electronically by 24.09.2026 at or before 11:00 A.M. Technical and financial bids will be opened on the same day at 11:30 A.M. in the presence of bidders or their representatives. The bidding procedure follows the Single Stage Two Envelopes method.
Eligibility criteria include submission of a Bid Security amounting to 2% of the estimated contract value, and participating firms should have at least 70% marks as per criteria for awarding technical qualification. All rates must be inclusive of applicable government taxes. The successful bidder will be required to submit a Performance Guarantee in the shape of a CDR at 5% of the total contract amount prior to or at the time of signing the contract.
The Labour Welfare Office, District Gujranwala, will serve as the Cluster Center to host bid opening proceedings. A pre-bid meeting will be held at the office of the Divisional Director of Labour Welfare ten days before the opening of technical bids to clarify the online procurement system usage.

Also, prepare all required documents including bid security and refurbishment certificates in advance to meet the technical requirements effectively.
