Hiring of Transport Services for Quaid-e-Azam Public Primary School Girls Evening Shift Sialkot

Quaid-e-Azam Public Primary School Girls Evening Shift Pakki Kotli Daska Road Sialkot, operating under the Punjab Workers Welfare Fund (PWWF), Labour & Human Resource Department, Government of the Punjab, invites electronic bids (E-Bids) from tax registered firms/companies for hiring of transport services to provide pick & drop facilities to students of the school for the years 2026-27 & 2027-28. Items being procured: - Transport services for 5 vehicles on routes: MOTRA, Labour Colony, China Cho, Pul Aik, Ugoki - Vehicle seat capacities: 26, 26, 26, 26, 62 respectively - Distances in KM (double side): 37, 12, 12, 10, 15 respectively - Number of students to avail transport: 26, 30, 39, 39, 61 respectively - Estimated 2% Bid Security: Rs. 490,320 The procurement will be conducted through the Punjab e-Procurement System portal http://ep.punjab.gov.pk. Bidders must register on the portal to participate. The bidding documents with detailed terms and conditions are available free of cost on the official web portals http://ep.punjab.gov.pk and http://ppra.punjab.gov.pk. Manual bids will not be accepted. A bid security of 2% of the estimated contract amount must accompany all bids electronically. Vehicles must be manufactured/refurbished in 2005 or later, with refurbishment certificates verified by RTA or Motor Vehicle Examiner or third-party expert. The Single Stage Two Envelope bidding procedure will be followed. Key dates include last date for online submission of bids on 24.09.2026 till 11:00 a.m., technical bids opening on 24.09.2026 at 11:30 a.m., and financial bids opening on 08.10.2026 at 11:00 a.m. A pre-bid meeting will be held 10 days before technical bid opening at the office of the Director of Labour Welfare. Technical and financial bids must be submitted online in complete conformity with tender documents. The Labour Welfare Office, District Sialkot will serve as the cluster center to host bid opening proceedings. Eligibility requires firms to obtain at least 70% marks in technical evaluation. All rates must include applicable government taxes. Successful bidders must submit a performance guarantee in the form of CDR @ 5% of the total contract amount prior to or at contract signing. One student per seat ratio will be observed.
