Hiring of Vehicles Services on Rental Basis All Pakistan by Pakistan Institute of Development Economics

The Pakistan Institute of Development Economics (PIDE) Islamabad invites sealed bids under the Single Stage One Envelope procedure for a Closed Framework Agreement for one year for hiring vehicle services on rental basis across all Pakistan. This tender is aimed at reputable firms with valid NTN and GST registration, capable of providing vehicles with drivers and without drivers, with fuel and without fuel, inclusive of all applicable taxes except toll taxes. The designated start points for vehicle deployment include Hyderabad, Karachi, Sukkur, Bahawalpur, DG Khan, Multan, Quetta, Gwadar, Sargodha, Sialkot, Lahore, Gujranwala, Rawalpindi, Islamabad, Faisalabad, Peshawar, Abbottabad, Gilgit, Muzaffarabad, and Mirpur AJK. Items being procured: - Local assembled 2020 1300 cc or car GLI or above equivalent - Local assembled 2020 APV van or seven seater equivalent - 4x4 vehicle 2017 or above with passenger capacity of five or more - Toyota 2020 Grand Cabin 13 seater or above - Toyota 2020 Coaster 25 seater or above - Any other vehicle/services provided by firm/bidder The scope includes provision of vehicles with valid licensed drivers, working air conditioning, and comprehensive insurance. Vehicles may be required for daily, weekly, fortnightly, and monthly rental periods, including out-of-city official travel across Punjab, KPK, AJK, and GB. Firms must ensure availability of at least 25 vehicles on any scheduled field visit day and provide GPS tracking records if available. The contract duration is one year with no escalation in rates allowed. Bid security of Rs. 20,000/- in the form of a call deposit receipt is mandatory. Payment will be made monthly after satisfactory service completion via crossed cheque. The firm is responsible for vehicle maintenance, insurance claims, and providing alternate vehicles in case of breakdowns without extra charges. Interested firms must submit their technical and financial proposals in sealed envelopes by **September 14, 2026, 11:00 hours** at the office of the Chairman Purchase Committee, PIDE Islamabad. Bids will be opened the same day at 11:30 a.m. Firms with offices in Islamabad will be preferred.
