Tender Description
The Directorate General Research and Development Establishment (DGRDE) Rawalpindi is procuring the indigenous development of five units of the SLC-2 Radar Simulator. This project focuses on leveraging in-country resources and materials to maximize indigenous content, with imports allowed only if absolutely necessary. The scope includes the design, development, and supply of radar simulator equipment, requiring firms with in-house manufacturing capabilities and experience in similar national or armed forces projects. Bidders must be registered with the Federal Board of Revenue (FBR) and appear on the Active Taxpayer List (ATL). Registration with DGRDE or DGDP is preferred, and firms not registered may participate but must register if selected as the most advantageous bidder. The tender follows a two-stage two-envelope bidding procedure, with the first stage technical bids due by 10:30 AM on 4 May 2026 at the DGRDE office in Rawalpindi. Earnest money requirements vary by firm status, with pre-qualified firms required to submit 2.5% of the bid amount or Rs. 0.5 million, whichever is less. Bidders should carefully prepare their technical and financial proposals, including detailed cost breakdowns and OEM registration numbers. A tender conference is scheduled for 23 April 2026 at DGRDE. One practical tip for bidders is to ensure all required registration and tax documents are attached to avoid disqualification, as incomplete bids will be rejected. This tender offers a significant opportunity for Pakistani firms specializing in defense-related electronics to contribute to a strategic indigenous development project under the auspices of a key government research establishment.
