Installation of Digital Screens and Streamers on Various Roads in Rawalpindi

The Military Lands and Cantonments Department Chaklala Cantonment Board in Rawalpindi is inviting bids for the installation of digital screens and streamers at multiple key road locations including Katchery Chowk to Jhelum Road, Old Airport Road, Adyala Road, Imran Khan Avenue, National Park Road, Rawal Road, Tipu Road to Fuji Tower Chowk, and Tamiz-ud-Din Road. A total of 225 poles (6'x3') are to be auctioned for this purpose. This procurement involves the installation and operation of digital advertising streamers on these roads. The successful bidder will be responsible for installing the digital streamers at their own expense and must obtain electric connections from IESCO after securing a No Objection Certificate from the Cantonment Board. The bidder must also submit a structure and foundation stability certificate from a qualified structural engineer registered with the Pakistan Engineering Council, ensuring the structures can withstand wind speeds up to 160 km/h. The contract period for advertisement rights is three years, with a 10% annual increase in fees. Interested bidders must deposit an earnest money of PKR 500,000 in the form of a pay order, call deposit receipt, or bank guarantee from a scheduled bank in Pakistan. Separate bids are required for each road location. The successful bidder must deposit 25% of the highest bid including earnest money immediately after the auction and the remaining 75% in three equal quarterly installments. The bidder must also execute a written agreement registered under the Registration Act, 1908. Bidders should be registered with FBR and have relevant experience in similar installations. The auction will be held at the office of the Chaklala Cantonment Board, Murree Road, Saddar Rawalpindi. The deadline for bid submission is 19th May 2026 at 13:00 hours, with bids opening the same day at 14:30 hours. A practical tip for bidders is to ensure all documentation including CNIC, authority letters, and financial instruments are complete and submitted on time to avoid disqualification.
