Installation of RCC Pipe Line 18'' at UC-142 Railway Colony Barkati Masjid (Phase-2)

Hyderabad Municipal Corporation invites Electronic Bids (E-Bids) from eligible and qualified contractors/firms for the installation of an 18-inch RCC pipe line at UC-142 Railway Colony Barkati Masjid (Phase-2) in Hyderabad. This procurement is conducted under the Sindh Public Procurement Regulatory Authority Rules, 2010 (Amended up to date) using a Single Stage – One Envelope Procedure through the E-Pak Acquisition & Disposal System (E-PADS) e-procurement portal. Items being procured: - Installation of RCC Pipe Line 18'' at UC-142 Railway Colony Barkati Masjid (Phase-2) The scope includes dismantling cement concrete, excavation for pipeline trenches, providing fence guards and temporary crossings, laying RCC pipes of ASTM C-76-62 Class II wall B, cement concrete brick or stone ballast, reinforced cement concrete work, fabrication of deformed steel reinforcement, manufacturing and supplying RCC manhole covers, and refilling excavated material with compaction. The total estimated cost is Rs. 2,979,000 with a completion period of 12 months. Bidders must be registered with relevant authorities, possess valid NTN, Sales Tax, and Sindh Revenue Board registrations, and have active taxpayer status on FBR ATL. They must have completed at least two similar works in the last two years and have two ongoing projects of similar nature. Submission of a bank statement for the last three years and an affidavit on E-stamp paper declaring no blacklisting or litigation is mandatory. Technical staff and equipment availability as per bidding documents is required. Tender documents can be downloaded from the SPPRA E-Procurement System (portalsindh.eprocurement.gov.pk). A non-refundable tender fee of Rs. 3000 must be submitted via Pay Order or Call Deposit in favor of Deposit Fund HMC. Bid security of 2% of the estimated cost is required in the form of Call Deposit, Pay Order, or Bank Draft in favor of Executive Engineer Hyderabad Municipal Corporation. Scanned copies must be uploaded on E-PADS and original instruments submitted before bid opening. Bids must be submitted electronically through E-PADS only; manual bids will not be accepted. Bid opening will be held on 06-11-2026 at 12:00 Noon at the office of Hyderabad Municipal Corporation in the presence of the Procurement Committee and bidders' representatives. The procuring agency reserves the right to reject any or all bids under Rule 33 of SPPRA Rules. Bidders are advised to ensure timely and complete submission of all required documents to avoid disqualification. The bid validity period is minimum 90 days from the date of opening.
