Laboratory on Reagent Rental Basis for Sindh Institute of Child Health and Neonatology Sites

The Sindh Institute of Child Health and Neonatology (SICHN), Government of Sindh Karachi is procuring Laboratory services on a reagent rental basis for its multiple sites including Azam Basti, Sobhraj, and Shaheed Benazirabad. This procurement covers supply, installation, repair, and maintenance of laboratory analyzers including Blood Gas Analyzer, Hematology Analyzer, and Coagulation Analyzer for the fiscal year 2026-27. The contract is intended to support an estimated workload of 15,000 to 20,000 samples per annum for blood gas analysis, 10,000 to 15,000 samples for hematology, and 3,000 to 5,000 samples for coagulation tests, with capacity to accommodate increases without compromising performance. The technical scope includes provision of analyzers with full reagent support, consumables, controls, calibrators, UPS backup, and maintenance services. The supplier is responsible for installation at their own risk, ensuring expiry dates on supplied items, and replacement of expired or substandard stock. Integration with hospital HMIS/LIS and software upgrades are also required. The procurement method follows Rule-46 (2) Single Stage Two Envelope Procedure with e-bidding through EPADS. Eligible bidders must have valid registration with Pakistan tax authorities, demonstrate relevant experience, provide manufacturer authorization, and maintain local repair and maintenance setups. Bid security of 2% and performance security of 5% are required. The bid submission deadline is 23rd June 2026 at 10:30 a.m., with bid opening at 11:00 a.m. at SICHN Karachi office. Bids must be submitted electronically on EPADS with technical and financial proposals separated.
