LEASE: Development, Construction, Operation & Maintenance of Government Commercial Plot for Marquee, Marriage Hall & Event Complex, Federal Capital Area Karachi

The Government of Pakistan, Ministry of Housing & Works, through Estate Office Management, Karachi, invites bids for the long-term lease of a government-owned commercial open plot near Ibrahimi Masjid, Federal Capital Area, Karachi. The lease is for development, construction, operation, and maintenance of a modern Marquee, Marriage Hall & Event Complex with approved ancillary facilities. The plot area is approximately 9,855 square feet (1,095 square yards / 1.81 kanal). Items/Properties involved: - Government-owned commercial open plot near Ibrahimi Masjid, Federal Capital Area, Karachi - Approximate area: 9,855 Sq. Ft. / 1,095 Sq. Yards / 1.81 Kanal - Lease tenure: 20 years (subject to competent authority approval and final Lease Agreement) - Purpose: Marquee, Marriage Hall & Event Complex with ancillary facilities including restaurant/café, conference facilities, bridal/VIP lounges, parking, kitchens, washrooms, prayer area, security, and administration facilities - Reserve base rent: Rs. 200,000/- per month with 10% annual escalation after each lease year - Bid security: Rs. 48,000/- (2% of reserve annual lease rent) The successful bidder shall finance, plan, design, obtain approvals, construct, furnish, commission, operate, and maintain the premises at their own cost and risk. The lease requires compliance with all statutory, safety, environmental, and municipal regulations. Utilities, taxes, insurance, maintenance, and operational costs are the responsibility of the lessee. The lease agreement will include detailed terms on default, termination, handover, and dispute resolution. Eligibility criteria include Pakistani citizenship or valid registration, NTN and tax compliance, financial and development capability, relevant experience, non-bankruptcy and non-blacklisting affidavits, statutory compliance, and bid security submission. Bids must be submitted electronically via EPADS 2.0 before the closing date of 13-11-2026 at 9:30 AM. Technical proposals and financial proposals are submitted separately under the single stage two envelope procedure. The lease offers a significant opportunity for qualified bidders to develop and operate a marquee and event complex in a prime Karachi location.
