LEASE: Jahangir Road West Open Land 1000 Sq Yards Karachi 20 Years

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Estate Office Management, Government of Pakistan, invites eligible Pakistani individuals, firms, companies, and other legally registered entities to participate in the leasing of open Government land measuring 1,000 Sq. Yards located at Jahangir Road West, Karachi. The lease is offered for a period of twenty (20) years on a monthly rental basis with a reserve monthly rent of Rs. 300,000 and an annual rent of Rs. 3,600,000. The lease includes an annual escalation of 10% over the preceding year's monthly rent. Items/Properties involved: - Open land of 1,000 Sq. Yards at Jahangir Road West, Karachi - Lease period: 20 years - Reserve monthly rent: Rs. 300,000 - Reserve annual rent: Rs. 3,600,000 - Annual rent escalation: 10% - Bid security: Rs. 72,000 (2% of reserve annual rent) The leased land is intended for lawful commercial or business activities such as showroom, retail outlet, warehouse, logistics, automobile workshop, office establishment, grocery store, restaurant, or other approved commercial uses. The successful lessee shall finance, develop, construct, operate, and maintain the facility at their own cost and risk, subject to prior approvals and the executed lease agreement. Ownership of the land remains with the Government of Pakistan. Eligibility criteria include legal registration/incorporation in Pakistan, valid NTN and ATL status, no blacklisting, adequate financial capability, relevant experience, and submission of all mandatory documents. The procurement will be conducted through a Single Stage – Two Envelope Procedure via EPADS 2.0, with separate technical and financial proposals. Technical proposals will be evaluated first, requiring a minimum score of 35 out of 50 to qualify for financial evaluation.
