Lease of Prime Commercial Plot for Petrol Filling Station at Pakistan Quarters, Karachi

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Ministry of Housing & Works Estate Office Management Regional Directorate Karachi invites electronic bids through EPADS v2.0 for the lease of a prime commercial plot located at Pakistan Quarters / Nishtar Road (Garden), Karachi. This plot is intended for the development, establishment, operation, and maintenance of a petrol filling station with ancillary facilities on a 20-year lease term, extendable subject to satisfactory performance and Government approval. The plot size is approximately 1,500 sq. yards (approx. 2.48 Kanal). Items being leased: - Prime commercial plot at Pakistan Quarters / Nishtar Road (Garden), Karachi - Development, establishment, operation, and maintenance rights for a petrol filling station - Ancillary facilities including petrol & diesel dispensing, CNG, LPG, car wash, convenience store, ATM, banking kiosk, vehicle service area, tyre & tube services, car wash, prayer/ customer waiting area, security office, and other allied facilities The lease carries a reserved monthly rent of Rs. 300,000/- with a 10% annual escalation and a bid security of Rs. 72,000/-. Eligibility criteria include being a Pakistani citizen or firm with at least 3 years of experience in the relevant field, FBR active taxpayer status, and submission of bid security. The technical evaluation weightage is 80% and financial 20%, with a minimum qualifying score of 35/50. Bids must be submitted electronically via EPADS v2.0 by 03 November 2026 at 11:00 AM, with technical bids opening the same day at 11:30 AM.
