Tender Description
The National Insurance Company Limited (NICL) Islamabad invites bids for the operation and maintenance of five LG/Sigma lifts installed in the NICL Building located at 63-Jinnah Avenue, Blue Area, Islamabad. This procurement is for the financial year 2026-27 and covers non-consultancy services to ensure smooth functioning of the lifts including inspection, cleaning, lubrication, adjustment, servicing, and prompt breakdown rectification. The lifts include three passenger lifts, one executive lift, and one cargo lift, all installed in 2010. The scope also covers maintenance of machine room equipment and related systems.
Eligible bidders must have a valid office in Islamabad with ownership or tenancy documents, be active taxpayers, and not blacklisted. They must be registered with the Pakistan Engineering Council (PEC) as C-3 with specialization code ME-03 and have at least five years of registration. Experience in operation and maintenance of LG/Sigma lifts for at least twelve clients in the past five years is required. The firm should demonstrate a minimum annual turnover of PKR 50 million over the last three years supported by audited financial statements or tax returns.
The contract period is one year with possible renewal for up to two additional years with a maximum 10% increase per year. The contractor must deploy one qualified lift technician on-site from 7:00 AM to 7:00 PM on all working days including Saturdays. The contractor is responsible for providing all cleaning materials, lubricants, and minor repairs without extra charge. Major repairs require prior approval and cost agreement with NICL. Monthly and bi-annual maintenance reports must be submitted.
Bids must be submitted online via EPADS v2.0 by Monday, July 6, 2026, at 10:40 AM. Bid security in the form of a pay order is required and must be submitted physically to NICL Building, 63-Jinnah Avenue, Blue Area, Islamabad. Manual bids will not be accepted. The bid opening will be held on the same day at 11:10 AM on EPADS. The contract will be awarded based on Least Cost Based Selection (LCBS).
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to carefully prepare the technical bid with all required documents including PEC registration, tax certificates, and proof of experience to avoid disqualification. Early submission of bid security original forms is critical to remain eligible. Maintaining good communication with the NICL procurement office and attending any pre-bid clarifications can also improve bid responsiveness.
