Tender Description
The National Highway Authority (NHA) invites bids for contracts regarding the operation, management, and maintenance of the already established rest area at Mansehra – Naran – Jalkhand – Chillas (MNJC) Road (N-15) on an advance net guaranteed revenue basis. The contracts cover the Naran Rest Area located at KM 124, NBC. The NHA intends to engage Operation, Management & Maintenance (OM&M) Operators for these contracts. Each contract will be awarded separately for a period of three (03) years. Upon completion, the operator must hand over all inventory, amenities, and installations to NHA in a properly maintained and operational condition without claims for repair or maintenance costs.
Items being procured:
- Operation, Management & Maintenance services for Naran Rest Area on N-15
Bidders must be active taxpayers. Detailed bidding documents including terms, conditions, and scope can be obtained from the office of the Director (FR/HB) NHA-HQ, Islamabad during office hours after Monday, August 31, 2026, upon depositing Rs. 5,000/- (Non-Refundable) in favor of NHA Road Maintenance Account, Islamabad. Documents are also downloadable free of cost from NHA's website (www.nha.gov.pk).
A Pre-Bid Meeting is scheduled for Tuesday, September 08, 2026 at 1130 hours in the NHA Auditorium, Islamabad. Technical and financial bids must be submitted by Wednesday, September 16, 2026 at 1400 hours in the same venue. Technical bids will be opened the same day, followed by technical evaluation. Financial bids of technically qualified bidders will be opened and announced publicly after technical evaluation results.
All firms are advised to obtain EPADS (PPRA) registration at www.eprocure.gov.pk immediately, as manual hard copy bids will be eliminated in upcoming procurements. Further details can be obtained from the office of Director (FR/HB) NHA-HQ Islamabad during working hours.
