Khyber Pakhtunkhwa Health Foundation (KPHF) invites Expressions of Interest (EOIs) from eligible and qualified firms, organizations, Joint Ventures (JVs), or Consortia for the outsourcing of management and operations of 37 health facilities across Khyber Pakhtunkhwa. This initiative aims to promote innovative healthcare delivery models through Public-Private Partnerships (PPPs) to improve quality, accessibility, and coverage of healthcare services in underserved and remote areas. Each hospital/health facility is treated as a separate project, and applicants must indicate their order of preference for the facilities they are interested in, using Form-4 of the EOI documents. Applicants must be registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA) and have the requisite experience and capacity for managing such health facilities. Joint Ventures and Consortia are eligible to apply but must comply with terms in the EOI documents. The principle of one bidder, one application per hospital applies. A Pre-EOI Meeting will be held on 2nd October 2026 at 3:00 PM at Khyber Pakhtunkhwa Health Foundation, Peshawar. The deadline for submission of EOIs is 15th October 2026 at or before 11:00 AM (PST). EOIs will be opened the same day at 11:30 AM in the presence of applicants or their authorized representatives. Late submissions will not be entertained. A practical tip for bidders: Ensure your EOI submission clearly specifies your order of preference for the hospitals using the prescribed Form-4, and attend the Pre-EOI meeting to clarify any queries and strengthen your proposal.
