Tender Description
The Directorate of Literacy & Non-Formal Education (DL&NFE), under the School Education & Literacy Department, Government of Sindh, invites proposals for the establishment of Post-Primary Non-Formal Education (NFE) Centers targeting Out of School Children (OOSC) aged 12-16 years in four districts of Sindh: Dadu, Shaheed Benazirabad, Umerkot, and Tharparkar. This initiative aims to enroll 2,000 OOSC with a focus on girls, providing accelerated learning programs equivalent to middle education (Class VI-VIII) through 56 NFE centers, 14 centers per district. The project will be implemented via registered nonprofit organizations under a public-private partnership modality, with a contract period of 20 months including an 18-month academic period. Items being procured:
- Establishment and operation of 56 NFE centers
- Provision of teaching and learning materials including notebooks, stationery, and educational aids
- Hiring and training of facilitators (two per center)
- Community mobilization and enrollment campaigns
- Data management and reporting including quarterly progress reports
The scope includes ensuring proper learning environments with electricity or solar power, furniture, washrooms, and drinking water. Facilitators should preferably hold a Bachelor of Science or higher, with allowances for intermediate passed females in deprived areas. The subsidy cost is fixed at PKR 1,750 per learner per month, reimbursed quarterly. Eligibility requires registration with relevant authorities, NTN/FBR/SRB certificates, minimum net worth of PKR 2.5 million, turnover of PKR 1 million annually, and experience in managing post-primary education. Bidders must submit a bid security of 2% of the bid price and a non-refundable application fee of PKR 10,000 per district. The bidding process follows Single Stage One Envelope procedure with bids submitted via the Sindh Public Procurement Regulatory Authority's e-procurement portal (EPADS). Key dates include bid submission deadline on 25th September 2026 at 3:00 PM and a pre-bid meeting on 31st August 2026 at 2:00 PM in Karachi. Bids will be opened on the same day as submission.
