Procurement of Preparation of Remaining Massive Maps in All Divisions of Punjab under PULSE Project

The Project Management Unit-Board of Revenue under the Punjab Urban Land Systems Enhancement (PULSE) Project invites bids for the procurement of preparation of remaining massive maps in all divisions of Punjab. This procurement is aimed at enhancing land system management across Punjab, specifically covering the divisions of Bahawalpur & DG Khan, Lahore, Faisalabad & Sahiwal, Gujranwala, Gujrat & Rawalpindi, and Multan & Sargodha. Items being procured: - Preparation of Remaining Massive Maps in Bahawalpur & DG Khan Division - Preparation of Remaining Massive Maps in Lahore, Faisalabad & Sahiwal Division - Preparation of Remaining Massive Maps in Gujranwala, Gujrat & Rawalpindi Division - Preparation of Remaining Massive Maps in Multan & Sargodha Division The scope involves detailed cartographic work to update and complete the massive maps for all divisions under the PULSE project. Bidders must be eligible and capable of delivering high-quality mapping services as per the World Bank's procurement regulations. The bidding process follows a national competitive procurement method using a Request for Bids (RFB) Single Stage-One Envelope system. Eligibility criteria include compliance with procurement regulations, submission of bid security for each lot as specified: PKR 800,000 for each lot covering the respective divisions. Bidders must be registered with FBR and on the Active Taxpayers List (ATL). The bidding documents are available in English and can be downloaded free of cost from https://pulse.gop.pk under the Procurement Section. Bids must be submitted in sealed envelopes to the Procurement Specialist at Project Management Unit-Board of Revenue, PULSE, 158-A, Abu Bakar Block, New Garden Town, Lahore. The deadline for submission is on or before 11:00 A.M. on September 16, 2026. Electronic bidding is not permitted. Late bids will be rejected. Bids will be publicly opened on the same day in the presence of bidders' representatives. A practical tip for bidders is to ensure the bid security is prepared exactly as per the lot they are bidding for and to visit the office during working hours 0900 to 1700 hours for any clarifications. Early preparation and compliance with all document requirements will enhance the chances of successful bid submission.
