Pre-Qualification for Closed Framework Agreement for Transporters and Goods Forwarding Agencies

Pakistan Ordnance Factories Wah Cantt invites applications from reputable Transporters and Goods Forwarding Agencies for a closed framework agreement for the year 2026-27. The department seeks firms with capabilities including a fleet of desired vehicles and machinery, resources and experience for loading and unloading stores at Sea Ports in Karachi, and the capability to transport defence stores timely from Sea Port Karachi / Somniani to Wah, Sanjwal, and Havelian Cantt, as well as from these locations to other stations across the country. Items being procured: - Fleet of desired vehicles and machinery - Loading/unloading services at Sea Ports Karachi - Transportation of defence stores from Sea Port Karachi / Somniani to Wah, Sanjwal & Havelian Cantt - Transportation of defence stores from Wah, Sanjwal & Havelian Cantts to other stations Interested firms engaged in goods forwarding business with government or private industries are requested to submit their particulars and documents on the prescribed application form, which can be obtained free of cost from the POF website or from the following addresses: Director-SCM POF Wah Cantt, Dy. Dir-POF Liaison Office at 252 Sarwar Shaheed Road, Saddar Karachi, and AM-OFSTD Keamari Karachi. Applications must be submitted in sealed envelopes marked 'Closed Framework Agreement [Year 2026-27]' by 12 October 2026 at 11:30 AM. The bids will be opened on the same day at 12:00 PM. According to Federal Government and MODP policy directives, M/s NLC holds the first right of refusal for transportation services. The lowest evaluated responsive rate discovered through competitive bidding will be offered to M/s NLC to match and upon acceptance, the contract will be awarded to M/s NLC; failing which, the contract will be awarded to the lowest evaluated responsive bidder. Bidders should ensure compliance with all documentation requirements and timely submission.
