Tender Description
This tender invites firms to pre-qualify for construction and service works across multiple cities including Islamabad, Rawalpindi, Lahore, Sialkot, Muzaffarabad, Swat, Karachi, Gwadar, Ormara, Turbat, Hyderabad, Multan, Taxila, and Kamra under the Military Engineer Services in Rawalpindi. The scope covers residential and non-residential construction, electrical, mechanical, and plumbing services, requiring firms to demonstrate proven experience and compliance with PEC registration.
The works involve diverse construction and service tasks at various strategic locations, demanding firms to provide detailed work orders, project completion certificates, and evidence of technical capability. The engineering challenges include managing multi-city projects with varied site conditions and ensuring adherence to quality standards across disciplines such as plumbing and electrical works.
Applicants must be enlisted with PEC in Category C-2 or above, valid until June 2026, and preferably enlisted with MES in Category A. Non-enlisted firms must provide a refundable 2% bid security. Firms should also be pre-qualified with the Engineer-in-Chief's Branch, GHQ Rawalpindi, and have no outstanding DI&E recoveries. Compliance with FBR/ATL and PEC requirements for the 2025-26 financial year is essential to avoid disqualification.
The submission deadline is set for 12 March 2026 at 11:30 AM, with bid opening at 12:00 PM on the same day at the Engineer-in-Chief's Branch, GHQ Rawalpindi, Gate No 7. Interested firms should submit sealed applications with all required documents to the specified address.
Pro-Tip: Ensure your application includes a valid Call Deposit Receipt (CDR) for bid security and verify PEC enlistment validity carefully. Missing or incomplete documentation, especially related to PEC categories and financial clearances, often leads to rejection. Double-check the newspaper advertisement for any additional stamp duty or procedural requirements.
