Tender Description
Applications are invited by the HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad for pre-qualification of firms and contractors for various construction and repair works under Military Engineer Services Pakistan Navy. The works include:
- Construction of Fuel facilities at Nathiagali
- Construction of accommodation at Creeks Area
- Repair and replacement of protective arrangement at Ormara
- Construction of residential accommodation at Gwadar
- Repair/maintenance of 11 accommodations at Mauripur
- Repair maintenance of 38 accommodations at Tauripur
- Completion of leftover work of accommodation at Creeks Area
Firms enlisted with MES in category A or B or other government departments with relevant experience may apply. Applicants must provide a company profile including details of similar works completed in the last five years, list of enrolled manpower with valid PEC numbers, details of tools, plants and machinery, bank statements for last two years, and valid NTN, FBR, PEC, and MES registration certificates. Firms not registered with Pakistan Engineering Council or who do not renew registration by 30th June 2027 will not be considered.
Prequalified firms will deposit a bid security equal to 2% of quoted bid cost with DW&CE (Navy) Islamabad. Tenders must be received at HQ DW&CE (Navy) Naval Complex Islamabad by 1130 hours on 12 October 2026 and will be opened the same day at 1200 hours. Bids will be evaluated on the basis of criteria formulated by HQ DW&CE (N). The lowest evaluated responsive bid will be accepted. The accepting officer reserves the right to reject any or all applications in light of PPRA rules.
Bidders should ensure timely submission and complete documentation to avoid disqualification. Earnest Money in the form of CDR or Pay Order is mandatory. This tender offers a valuable opportunity for contractors with PEC category A or B to engage in significant naval infrastructure projects in Islamabad and other locations.
