Tender Description
The Culture, Tourism, Antiquities & Archives Department, Government of Sindh, Karachi, is procuring consultancy services for the preparation of a Master Plan and upgradation of the Museum, Rest House, and beautification of external development at Mohenjo-Daro, a UNESCO World Heritage Site. This tender is issued by the Planning, Development, Monitoring & Implementation Cell of the department. The consultancy assignment includes comprehensive master planning, architectural design, environmental and socio-economic studies, and construction supervision to ensure climate-resilient and sustainable development of the heritage site.

- Preparation of Master Plan for Mohenjo-Daro
- Upgradation of Museum facilities
- Renovation of Government Rest House
- Beautification of external development including landscaping and signage
- Socio-economic, transport, environmental, hydrological, and archaeological surveys
- Development of zoning, strategic development, disaster risk management, and climate resilience plans
- Construction supervision of civil, electrical, mechanical, and landscaping works
- Capacity building and training for local staff
The scope covers detailed technical surveys, master planning, design, and supervision of construction works with emphasis on heritage conservation, climate adaptation, and community engagement. Eligible consultants must be registered with PEC and PCATP, have relevant experience in heritage and urban planning projects, and meet financial and legal criteria including FBR/ATL registration and affidavit of no blacklisting. The contract duration is fourteen months plus defect liability period.
The tender requires submission of technical and financial proposals through the SPPRA EPADS online portal by 11th August 2026 at 11:00 AM, with technical proposals opening at 11:30 AM the same day. A bid security of PKR 7,500,000 in the form of pay order, demand draft, or bank guarantee is mandatory. The original bid security and one hard copy of the proposal must be submitted to the Executive Engineer's office in Karachi before the deadline.
